As far as I remeber, there's already a thread asking for better ambiance settings. I think this settings should be in settings, in between sounds and display, maybe a unified menu. Edit: here it is...

Have you checked under Ambience settings? It looks like that when you use Ambience, Sounds settings get somehow overwritten, and the real configuration is in: Gallery->Ambience->Selected ambience.
